Recently, signing of the National Public Security Map Service and Management System (Cloud Atlas) Development and Integration Project (PGIS 2.0 Project) was completed. As a leading unit among the joint-winning bidders of this project, NavInfo will undertake construction of the project together with other five winning enterprises. Signing of the contract not only marks the official start of the project construction, which will accelerate the construction of a smart public security system, but also means the further expansion of NavInfo’s location-based services and big data services.

Development trend of public security informatization stimulates multiple new demands of PGIS.

The Police Geographic Information System (hereinafter referred to as the “PGIS”) is a platform for supporting basic and comprehensive application of the public security information. So far, 31 provincial public security departments and nearly 290 prefectural and municipal public security departments, including the Ministry of Public Security, have finished construction of the PGIS, thus realizing rapid popularization and application of the geographic information technology in the public security sector.

The PGIS has played an important role in technical support for work of the local public security organs in fighting against crimes, preventing public security cases, public security administration, network monitoring, social services and other respects, so that certain achievements have been made since its application. With high-speed development of big data, cloud computing, mobile internet, etc., the public have raised their demands for public security services. However, the service capability of the existing PGIS is insufficient to meet the fast-growing demands of various police categories for geographic information. Current problems include lack of basic data or slow updating, lack of guarantee in technical updating of the system software, large gap existing between the user experience and the Internet map, unavailability of mobile police affair handling, failure to meet the user’s demands on geographic information and others, which lead to unsatisfactory PGIS application effect, and directly affect the public security information construction.

PGIS 2.0 will integrate multiple advanced technologies to achieve the long-term goal of revitalizing the police through science and technology.

To promote better application of the smart public security and police affair big data on the existing PGIS platforms of local public security organs, improve their policing practice, raise the informatization, intelligentization and modernization level of the public security work, and to reach the long-term goal of revitalizing the police through science and technology, construction of the PGIS 2.0 Project will be carried out by taking advantage of some new technologies, such as big data, artificial intelligence (AI), Internet of Things (IoT) and Mobile Internet application.

NavInfo will promote optimization and upgrading of PGIS 2.0 based on its technical advantages in the industry.

Having been engaged in the location-based services for nearly two decades, the geographic map data products of NavInfo have covered almost 8 million kilometers of roadway in China. These data comprise more than 30 million pieces of POI-related data & information as well as over 10 million pieces of house address data & information, and can be updated daily. On the strength of the tremendous location data and the advantages in technological innovation that are accumulated over the years, NavInfo has proposed many plans orienting to the public security sector, including the PGIS-related plans, the plan to construct a standard address database and others. As a result, its technological innovation capability and application services have been recognized by the industry, and it has established collaborative relations with a number of local public security organs.

For construction of the PGIS 2.0 Project, NavInfo will integrate its years of advantages in the national map data, real-time traffic condition data and geographic information system construction, and relies on the cloud computing, big data and other technologies to provide support for a series of work in construction, including optimization and upgrading of the PGIS 2.0 software, construction of the Cloud Atlas System and customization of the PGIS, so as to address such problems as untimely data updating of the existing PGI, insufficient updating speed of the system software, and inadequate contents and functions on the platform. In addition, it will replace the rasterized maps with vectorized and three-dimensional maps, and provide a PGIS platform with fresher data with higher quality, better visual effects and more powerful functions to meet the demands of various police categories in the public security system for the police geographic information.

NavInfo plays a key part in preparing the industrial standards and technical specifications to realize respective construction, sharing and connectivity.

During preparation of the PGIS 2.0 Project, NavInfo will also participate in formulation of the industrial standards and technical specifications, including the unified data, management and service codes, to ensure relevant later-period data and services the can be connected to and compatible with the PGIS, thus to achieve the “respective construction, sharing and connectivity” goal of the provincial and municipal public security departments as well as the Ministry of Public Security.

Implementation of the PGIS 2.0 Project will not only enrich NavInfo’s experience in the industry but also lay a more solid foundation for expanding its businesses in the public security field.
